Category Manager Rotherham up to £41,496 per annum Your new companyI am recruiting for a local authority in the region who are looking to add to their established procurement team. Your new roleAs Category Manager you will be joining a larger procurement team who can offer professional advice and support to all services across the organisation in terms of purchasing and procurement activity to ensure compliance with legislation, best practice along with the organisations own policies and objectives.The Category Manager will work as part of a category team providing holistic professional and technical procurement advice and training to colleagues, customers and suppliers across the organisation to ensure compliance with procurement law as well as the organisations financial and procurement procedure rules. The Category Manager will ensure that they offer maximum strategic benefit to the organisation and support the development of strategic and operational plans. As part of this role you will have to influence procurement decisions through the analysis of data and benchmarking activity as well as representing the Council regionally and nationally in collaborative working groups to facilitate shared working arrangements and maximising potential benefits and value for money opportunities. Main responsibilities include;

• Provide specialist technical and professional advice to the service and its customers
• Lead/facilitate other staff to ensure effective service delivery and delivery of projects, including training, planning and allocating work. Checking work is done to time and quality and carrying out on-job training
• Carry out research, monitoring of data and reviews of local and national policy and best practice
• Provide effective performance management and coordination of the resources allocated to the delivery of projects and the service, including contract management of providers.
• Ensure performance indicators and targets are met and monitor and review standard procedures, operational practices and set up revised working practices
• Organise and chair meetings, focus group and working groups, both internal and external, including setting or agreeing agendas
• Ensure good financial management to meet budgetary targets

What you’ll need to succeed

• Strong working knowledge of public procurement legislation and associated policies and procedures
• Experience of procurement and contracting in a large and complex organisation
• Experience of managing category strategies and plans and successfully delivering procurement projects
• Knowledge and awareness of ethical procurement practice, with a particular focus on delivering social value outcomes through procurement
• Experience of managing stakeholder relationships with a proven ability to negotiate with and influence others
• Ability to use a range of corporate information systems, procurement related platforms and ICT to produce high quality information with a range of stakeholders
• Experience of delivering procurement related training to internal stakeholders and/or suppliers.
