Seven Resourcing is working with Solihull Council to recruit a Commissioning Manager for their Commissioning Service in Children’s services.
Senior Commissioning Officer required to cover short term vacancy for 3 months only.
£28 per hour based on experience.
Hybrid working 1 – 2 days in the office per week.
Job Purpose:
Under the direction of the Head of Service, the Commissioning Manager will lead the delivery of a range of allocated commissioning projects, including taking the lead on quality assurance across commissioned social care placements for looked after children and leading work to ensure that Solihull meets the statutory sufficiency duty with regard to placements for looked after children.
Duties:
Take a lead responsibility for the commissioning of a portfolio of specific services to meet local need, and for quality assurance across all commissioned services.
Produce or contribute to commissioning strategies as required by the Strategic Commissioners.
Lead designated projects as required, including new service commissioning, ensuring active engagement of people who use services in the design, monitoring and review of services.
Work closely with corporate specialists to apply appropriate specialist support at all stages of the commissioning cycle, for example, data analysis, communications, finance and procurement specialists.
Monitor contract compliance, ensuring service quality, delivery of specified outcomes and value for money.
Develop areas of expertise in specific areas, as well as transferable skills to contribute to a whole life, whole family approach to commissioning.
Use all available systems and processes to ensure that information about commissioned services is recorded in an accurate and timely manner for monitoring purposes.
Line management responsibility for officers as directed, to assist in achieving effective commissioning, monitoring and review of services.
Ensure value for money is obtained from all contracts, and contribute to effective financial monitoring by capture and analysis of cost and outcomes data.

Qualifications:
Project Management /Change management/ Contract management or research training
Relevant qualification in health or social care.
Certificates Evidence of continued personal / professional development.
Experience: Experience & Knowledge Experience of commissioning and / or contract management within health or social care.
An understanding of the challenges relating to the creation of a sustainable social care workforce.
Experience of partnership working and working across organisational boundaries.
Evidence of partnership based approach.
Knowledge of the key accountabilities for health and social care.
Experience of supervising and/or managing teams and individuals to deliver complex tasks.
Experience of managing multi-disciplinary teams
Experience of leading change in services e.g. Service redesign
Experience of setting and monitoring KPI’s and using performance management tools.
Experience of budget management and financial control of projects.
Knowledge of business intelligence methods in order to understand and interpret data and statistics.
Experience of working flexibly in order to adapt to frequently changing demands and variable deadlines.
Experience of monitoring and evaluating the quality of services
Detailed understanding of the organisation of services for looked after children.
Compliance: Up to date Passport and Standard/Basic DBS.
Travel: Clean UK driving license with the ability to commute to and from work independently.
Hours: 37 hours p/w.
