The successful candidate will work with the PDPE technical lead to develop, review, and continuously update HMRC scheduling standards in line with industry leading good practice, and champion the adoption and application of standards by Project Planners. The candidate will lead on the communication and rollout of standards (or updates to standards), providing training and coaching to support the HMRC planning community in the application of standards. This role will also develop and provide leadership for a HMRC Planning Community of interest / practice. The successful candidate will support capability development and champion specialisation of the HMRC planning community in line with industry leading good practice. The Head of Project Planning Job family will be the authority in the use of the HMRC Planning and scheduling tools and will have responsibility for developing and maintaining a network of subject experts in the use of the HMRC planning and scheduling tools to support training needs, and drive consistency in use application of tools for Project Planning across HMRC. It is an exciting opportunity that will give you the chance to make wholesale changes and have exposure to a range of projects that sit in the project delivery profession and have the ability to influence the strategic direction of HMRC Person specification Responsibilities Provide visible and effective leadership, lead the Project Planning community and work with the PDPE Technical lead manager to develop and maintain standard ways of Project Planning for Project Delivery Professionals Build and maintain relationships with key stakeholders including the Infrastructure and Projects Authority, other government departments and the Association for Project Management to set and assure technical standards Develop clear vision and standards and champion the use of best practice project planning standards, tools, and processes. Build strong networks both internally and externally. Manage and deliver formal training and development, and create informal learning and development opportunities Apply advanced knowledge in the discipline of Planning for the analysis and successful resolution of risks and issues and identification of opportunities. Identify future capacity and capability needs of the project planning function and puts in place strategies to meet them. Identify and lead the introduction of best practice planning processes, tools and templates, using industry standard best practice as a benchmark. Build planning capability. Build and maintain external networks to access technical and professional best practice. Provide specialist advice and support to build planning capability and ensure successful delivery of projects. Essential Criteria: Demonstrable experience of developing, monitoring, and controlling Project plans on a wide range of high value and complex projects and programmes. Significant experience in recent years of Planning complex and challenging projects across both Agile and Waterfall life cycle delivery. Experience and credibility as a senior leader working on major projects. Expert level skills in the core Project Delivery disciplines of Planning & Scheduling essential. Expert level skills in use of Project Planning and Scheduling tools such as Primavera p6 or Microsoft Project. A track record of partnership working, collaboration and effective influencing. Demonstrable track record of improving technical processes, procedures and training and embedding these within a complex business at scale. Team leadership, coaching and training experience. Desirable Criteria: Knowledge and Experience of developing and managing Project Plans in ServiceNow PPM. Experience of working on varied project types including Business Change, IT and Transformation projects. Full membership of APM. Project Planning and Control Practitioner (PPC) or similar certification
