The ICT Pillar & CT Policing requires a Service Architect to work within the Counter Terrorism Operations Centre CTOC & Caeruleus Programmes. In particular he/she will capture all Network and infrastructure requirements and criteria for the various Partner and CTP systems that will be required to be met by CORVINA/CHAPARRAL and Caeruleus programmes. In turn they will deliver the business a Network Infrastructure based on today’s requirements and beyond.

Key Responsibilities:

• SPOC and responsible for the design of Network infrastructure throughout the project life cycle demonstrating a high level of understanding of the customer and partner drivers and requirements.
• Responsible for the translation of customer requirements, business requirements and produce Scope of Works packages for the project building contractors and subcontractors to work to.
• Responsible for the interaction with 3rd party suppliers and Onsite contractors for Hardware and Installations services.
• Oversee the Infrastructure Installation and be an SME in their area and be able to advise on the best practice during the project life cycle.
• Understanding and responsibility for the planning and carry out the migration of Live Services.
• Understanding and ability to provide at the time solutions should issues arise during the project life cycle.
• Mentor the Network Infrastructure Team on all design principles specific to the project and its life cycle and ensure the implementation follows that design.
• Joint responsibility in the identification and highlight risks to delivery and have a clear understanding of Security Accreditation implications and liaise with the relevant departments and individuals required throughout.
• Investigation, design and production of the Scope of works Documentation for the Building Floorplates.
• Investigation, design and production of the Scope of works Documentation for the Core and Access TER’s.
• Investigation, design and production of Network Infrastructure Scope of Works Documentation.
• Network Infrastructure Specification, Procurement, Implementation and Decommissioning.
• Network Infrastructure HLD and LLD As-fitted Documentation.
• Implementation of existing ICT Systems and from the projects portfolio.

Uniquely the police service, and specifically the Counter Terrorism network contributes to all four Pillars of the governments National Counter Terrorism (CONTEST) strategy. The Counter Terrorism Policing headquarters, on behalf of government and the National Police Chiefs’ Council (NPCC), ensures that the CT network has the funding, capabilities and resources it needs to deliver CONTEST effectively and to keep people safe from terrorism. It does this through the provision of corporate services, as well as national operational tasking and coordination. It houses a number of unique national CT capabilities that support the entire network, as well as overseeing delivery of CT policing across the regions to ensure that it operates in a way that is both effective and efficient. Crucially CTPHQ represents CT policing’s interest within government and with wider stakeholders, ensuring that the policing contribution to CONTEST is both understood and appreciated. Hosted by the Metropolitan Police, Counter Terrorism Policing oversees the UK’s National Counter Terrorism Policing Network.

Experience:

• Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
• Experience of working on large scale Business Change and IT enabled Transformation Programmes.
• Experience in National/International Network Deployments.
• Experience of managing Teams of engineers.
• Experience in Stakeholder(s) interaction/meetings at all levels.
• Experience of Large Scale Network Infrastructure Designs and Installations.
• Experience in Site Surveying, Installation, Migration and Decommissioning.
• Experience of Secure Installation in Secure environment including JSP604 (JSP480) and SCIDA practices.

Experience – Desirable

• Understanding and knowledge of CT Policing including MPS, National (UK Force wide) and international responsibilities; including a clear understanding of CT Policing relationships to Government, security and intelligence agencies and legislative process including their governance arrangements .
• Experience of working in Central Government.
• Experience of working the Policing sector.
• Experience of working in CT Policing.
• Experience in Stakeholder(s) interaction/meetings at all levels.
• Experience in Third party management and interaction.
• Experience of Large-Scale Network Designs and Installations.

Office based – 36 hours per week
